Meaning

Commitment and the form it takes. The Ring is an agreement — marriage, partnership, contract, or any binding arrangement. Its circularity also gives it repetition and continuity: something ongoing, something that comes back around.

Crucially, the Ring says nothing about affection. A Ring is a bond, and bonds exist without warmth as often as with it.

The tone is neutral and formal. Whether a Ring is good news depends entirely on what it is a commitment to, which is the neighbours' job to say.

Beside other cards

Often the subject. As a modifier it binds or formalises its neighbour — Ring + Fox is an agreement with something self-serving in it, Ring + Coffin is a commitment ended. Read against the Heart: Heart + Ring is a loving commitment, Ring alone beside difficult cards may be a bond someone is stuck in.
